The Spanish Misguided Perception of Franco's Dictatorship: Revisiting the Atrocities

At first glance, few expected that Francisco Franco would become a authoritarian ruler able to enforcing a ruthless dictatorship over 40 years. He appeared as a short, squeaky-voiced military man with a shaky grasp of civilian affairs and no charisma. However he achieved just that, before passing away naturally in a hospital in Madrid, 50 years ago this week.

The Warning of Outward Mediocrity

Even today, Franco acts as a caution that outward mediocrity is not an obstacle to the ruthlessly ambitious. Beneath the unremarkable exterior lay a elusive, clever operator. Franco's ambition was fueled by an iron will, a casual disregard to violence and limitless self-esteem.

His admirers and defenders – including some on the newly buoyant extreme right in Spain, the US and the United Kingdom – continue to assert Franco was not truly a autocrat, but instead a beloved saviour from communism. They are wrong, but autocrats do not arise from thin air.

"A significant portion of every society is made up of people who desire authoritarian rule," political thinker from France Jean-François Revel observed the year after Franco's demise: "either to exercise it themselves or – much more mysteriously – to submit to it." Franco believed the same: what people really wanted was to see and feel themselves governed.

The Truth of Brutality and Suppression

Naturally, if Franco had been genuinely popular, there would have been no necessity for his 1936 military insurrection against an democratically chosen progressive administration, or for the 500,000 fatalities of the ensuing Spanish civil war. He would not have shot 20,000 individuals afterwards.

Franco grabbed power in a Spain mired in post-imperial ennui – a mighty empire having vanished the previous century. He aimed to make Spain great again. He blamed foreigners. They were either plundering the nation's wealth, plotting against the country as part of a Marxist-Jewish-masonic plot, or corrupting local thoughts with external ideologies: liberal democracy, socialism, communism, and his bizarre bugbear, secret societies.

A Calculated, Brutal Conflict

The conflict was intentionally prolonged and violent behind the lines, alongside a bloody purging of opponents in an attempt to "purify" this contaminated Spain. His new Spain also had to be a place of allegedly "masculine" men and subservient women, whose rights to their bodies, children, work and property were cut, shelved, or transferred to male relatives.

Following a punitive win, Franco locked Spain into a straitjacket of autarky and discarded the key. Autarky was embraced. Foreign capital and goods were avoided. "We possess all necessities," he said.

Starvation and Isolation

However, this was incorrect. The immediate result was famine, with people dying on city streets in 1940 and 1945. While traveling on a victory tour through the towns of southern regions, people pleaded at his car window. "Please, Mr. Franco, some bread," they said. Even Nazi officials in Spain, his supporters, protested that a grandiose facade hid the ghastly truth. By backing Hitler and Mussolini during the second world war, Franco made Spain a outcast nation, but he refused to step aside afterwards. The Spanish people descended deeper into misery.

Self-Complacency and Cold War Rehabilitation

Franco's conviction that he was both selected by God and infallible meant he insisted on a permanent rule in charge. A UK diplomat complained that he lived in a "thick fog of self-satisfaction", unaware of his own incompetence. Fortune, and a lack of any definable ideology, saved him. When the cold war started, he burnished his opposition to communism and the United States restored his reputation.

Consequently, a disastrous economy was eventually rescued and forced to open up by the United States and the IMF. During the sixties, Spain was drawn into a regional economic growth that had started long before in neighboring countries. Abruptly, tourists were pouring on to Spanish beaches at Benidorm or on the southern coast. Many Spaniards still could not find work, but the remittances after moving abroad also helped.

State Terror and Historical Amnesia

Franco quietly dropped his most foolish concepts – from establishing a new realm to making synthetic gasoline with a "miraculous" formula – but never abandoned his central aim of making Spaniards docile, compliant and disengaged. He devoted extensive resources in state terror from the 1936 coup forward, deployed a strict, Goebbels-inspired press law, and ensured that multiple cohorts were educated in a heavily conservative and historically amnesiac state-approved syllabus. As late as the 1970s, independent political parties, democratic voting and labor organizations remained banned.

He also treated as children Spaniards, deeming them incapable of governing themselves. The scariest part of his legacy was that so many accepted this.

Return to Violence and Medieval Execution

Once that fear-based agreement started collapsing during the last decade of his regime, he reverted to forceful control. Aggressive law enforcement, abuse, execution teams and even that ancient killing method, the garrote, returned. This method saw a iron band fastened around a convict's throat and tightened until it snapped their spine or cut off their air supply; it was employed by a western European government on its population, in 1974.

Anxiety and Democratic Change

Nevertheless, the historian Antonio Cazorla Sanchez, a deeply critical Franco biographer, remembers experiencing sorrow as a child, upon learning that Franco had passed away: "The sadness of that 12-year-old boy was shared at the time by countless citizens, who believed that the man who had just died had been the optimal answer for a country that was difficult to govern," he wrote. "That is what they said at educational institutions, in the media, on the TV … "

The predominant sensation in response to Franco's death was anxiety. After all, what happens after the figure at the centre of a decades-long dictatorship passes away? Power was initially passed to the young king Juan Carlos, who supervised a period of change that ended with a public vote on the founding document that still holds today. The country continues as a dynamic, disputatious democratic state.

Inspiring Stories and Distorted Heritage

Inspiring accounts arose to account for this. From the leftist perspective, it was the outcome of activism from courageous demonstrators, students and workers who fought continually with riot police. From the conservative view, it was a sign of establishment wisdom. For Francoists, in the most twisted version of all, it forms part of the dictator’s legacy.

And here rests a issue. In a Madrid printing store where I produced versions of my recent book on the ruler, the leader, the owner kept maintaining that his parent stated he had prospered under Franco. His father remembered, naturally, only the prosperity of the sixties.

The Peril of Unawareness

During the promotion of the Spanish edition of the publication, I have also discovered that the issues outlined by María Ramírez about childhood amid quiet about the dictatorship are still with us. University students inform me that their secondary educators were still skirting around the subject recently. As a parent of Spanish youth, that is a major concern.

Ignorance is dangerous. It is understandable that nearly 20% youth believe his dictatorship was good for Spain. The sole method to alter this is to end the quiet and educate the new generation what the Franco era was really about.
